What it is
jpgtopdf is a free tool for turning images into PDFs — one photo or a stack of them, merged into a single document in the order you choose. No account, no watermark, no email gate at the download step. You can use it as a JPG to PDF converter online, on your phone, or for specific documents like Aadhaar and PAN cards.
The one decision that matters
Most online converters upload your file to a server, convert it there, and delete it later. That works. It also means your passport scan took a round trip through someone else's computer.
jpgtopdf does the conversion inside your own browser instead. Your file never leaves your device, because there is no server to send it to. That is the whole reason this exists. The honest version of "your files are safe" is "we never receive them."
What it does well
- Merges many images into one PDF, in an order you control.
- Lets you pick page size, quality, and compression for tight upload limits.
- Works offline once loaded — add it to your home screen and it runs as an app.
- Runs on Android, iPhone, and desktop with the same page.
What it does not do
It does not read or edit the text inside your document — that is OCR, and a dedicated tool does it better. It is not built for converting a 400-page scanned book in one go; a desktop app is the saner choice there. And it does not compress an existing PDF — that is a different job.
A tool that tells you when to use something else is rarer than it should be. Consider this that.
